February 2026: AI Is No Longer a Technology Question

February 2026 brought three signals that, taken together, draw a single conclusion. The European Commission adjusted the compliance clock on the EU AI Act. Forrester confirmed what many boards already suspected: AI investment is not converting to profit. And the first major corporation tied employee performance reviews directly to AI usage.

None of these are isolated events. They reflect the same structural shift. AI programs that were designed as technology projects are running into the limits of that framing. The governance gap, the ROI gap, and the workforce gap are not separate problems. They are the same problem viewed from three angles.

The organizations that close this gap in 2026 will not do so by spending more. They will do so by changing how they lead.

European enterprises bring specific friction. Works councils, co-determination obligations, and existing collective agreements shape what performance criteria can look like. But it does mean that what Meta did in a week will take European enterprises months of structured negotiation and stakeholder alignment to implement in any form. Organizations that have not started those conversations are already behind the pace of where workforce expectations are heading.

The more immediate question for most CEOs is not whether to link performance reviews to AI usage. It is whether employees have been given the conditions to be AI-proficient at all. Forrester's 2025 State of AI Survey found that 48% of firms have cut headcount due to AI, yet change management and employee experience rank among the least prioritized areas for 2026.10 You cannot demand AI proficiency from a workforce that has not been equipped or supported.

AI literacy is not a training program. It is a leadership responsibility. The supervisory board needs to understand what it is approving. The executive board needs to be able to ask the right questions. Middle management needs to translate AI capability into execution decisions. Each layer requires a different intervention, and none of them happen without deliberate design from the top.
